Reading STEPS tests measure reading comprehension skills of adults by assessing a subset of what ESL
programs teach. The series is aligned with the National Reporting System (NRS) Educational Functioning
Levels (EFLs) and to the English Language Pro昀椀ciency Standards for Adult Education (2017). The series
uses a balance of life skills and employment-related content of interest to adults.
Target Population English As a Second Language
Timing Locator 620R: 15 minutes; Appraisal 619R: 30 minutes
Level A: 30 mins; Level B: 50 mins; Levels C-E: 75 mins.
Uses Progress testing in reading comprehension of daily life and workplace
conversations and situations
